I had to uncheck AUTO-CENTER NEW POWERCLIP CONTENTS in the Options dialog. Thanks for pointing me in the right direction.

There are two things that come to mind. First is object being moved after unlocking and before power clipping. Second you have snap objects to grid chosen.

after creating outline, when i use the power clip the photo does not line up with the object i created ,what am i doing wrong.i followed the steps in the tutorial
