In Corel I selected the jpg and did a quick trace of it. I then ungrouped the result and selected the objects that i needed the cutline around. Once you have them selected, there is an option at the top of the page to create a oundry around the selected objects (it is a button on the tool bar). Press this and Viola! you have the cutline that you needed. Next get rid of everything you do not want by deleting it and you are done! I hope this helps.
