The design is from hitmandesigns.com  They have photoshop files which look like airbrushing.  They come with the lettering and the word effects in the photoshop file which then you can change as you like.  If  I remember correctly it also included a vector path which when I brought it into coreldraw I was able to make into the cut line.  Actually looks much better in person since you can see all the air brushing.  I used quickprint and the shirts have held up really well.
