Roy,  I've only ever used black eco film on the safety vests because that tends to be the biggest contrast in color.  Are you trying to to print on them??  If so then I would suggest using IW's quick print sub block.   Because of the polyester content if you try and use anything without the sub block then the florescent color will bleed.
